    Job Description
    JOB SUMMARY
     
    This position is responsible for managing the development and delivery of recreation programs and services, including managing the Recreation Center and the Outdoor Aquatic Center.
     
    MAJOR DUTIES
     
    • Coordinates the organization, staffing, and operational activities of the Recreation Division.
     
    • Develops and administers the Recreation Division budget for the Recreation Center, Outdoor Aquatic Center, and recreation programming; reviews and approves expenditures.
     
    • Directs, coordinates, and reviews the work plan of recreation staff; assigns work activities, projects, and programs to staff; monitors work progression; reviews and evaluates work procedures; meets with staff to identify and resolve issues.
     
    • Directs the day-to-day operations of the Recreation Center.
     
    • Oversees the coordination of part-time seasonal staff; assists with the hiring and training of those staff.
     
    • Directs the development and administration of division goals, objectives, and procedures.
     
    • Promotes and coordinates the activities of the Recreation Division through marketing materials, brochures, news releases, radio interviews, and pamphlets.
     
    • Establishes and maintains effective working relationships with Recreation Center members and the public.
     
    • Prepares monthly reports.
     
    • Responds to and resolves critical issues, including breach of policy, poor customer service, scheduling or cancellation issues, or thefts.
     
    • Performs related duties.
     
     
    KNOWLEDGE REQUIRED BY THE POSITION
     
    • Knowledge of recreation program management principles.
     
    • Knowledge of budget management principles.
     
    • Knowledge of marketing and public relations principles.
     
    • Knowledge of computers and job-related software programs.

    SUPERVISORY CONTROLS
     
    The Parks and Recreation Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.
     
    GUIDELINES
     
    Guidelines include ADA regulations, State of South Dakota aquatics regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. 
     
    COMPLEXITY/SCOPE OF WORK
     
    • The work consists of varied management and administrative duties.  The variety of tasks to be performed contributes to the complexity of the work.
     
    • The purpose of this position is to direct the operations of the Recreation Division. Successful performance in this position contributes to the efficient and effective delivery of recreation programs and services to area residents.

    • Contacts are typically with coworkers, other city personnel, volunteers, community leaders, school representatives, vendors, and the general public.
     
    • Contacts are typically to give or exchange information, resolve problems, provide services, and motivate persons.
     
     
    PHYSICAL DEMANDS/ WORK ENVIRONMENT
     
    • The work is typically performed while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects and uses tools or equipment requiring a high degree of dexterity.
     
    • The work is typically performed in an office, a recreation center, and outdoors, occasionally in cold or inclement weather.
     
    SUPERVISORY AND MANAGEMENT RESPONSIBILITY
     
    This position has direct supervision over Recreation Coordinator, Recreation Maintenance Specialist, and Administrative Secretary.
     
    MINIMUM QUALIFICATIONS
     
    • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
     
    • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
     
    • Possession of or ability to readily obtain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.
